Rain Flood 2007

This year the monsoon rains in Pakistan have been a bit earlier and have caused disaster like situation throughout the country. Torrential pre-monsoon rains set in from mid July 2007.

Recent rain fall severely hit the District Thatta, Badin, Dadu, Karachi.

Joint Rapid Assessment of Floods 2007 District Dadu Sindh 15/07/07
Abstract
A joint rapid assessment was commissioned to gather information regarding the losses and destruction incurred by the flush floods (water flowing down from the mountainous areas of Balochistan) the Kachho Area of Taluka Mehar District Dadu. Four Union Councils of Taluka Mehar i.e. Faridabad, Khan Jo Goth, Gozo and Bugg Burira were flooded on June 12, 2007 when the Flood Protection Bands breached and flood water came roaring and devouring nearly 150 villages displacing approximately 70,000 populations and rendering them shelter-less. The joint assessment was carried out by Safwco and CRS teams as follows:

Methodology
The assessment team visited the inundated villages by traveling in boats for physical verification of destruction and interviewed the displaced people settled on banks of canals and drains and along roadsides.
About District Dadu
District Dadu one of the district in Sindh province of Pakistan, Located in upper belt of Sindh province. It had a population of 1,688,811 in 1998, of which 21% were urban. The majority of the population is Muslim. District Consists on Riverian area (Kachho), Barrage area (plain) and Mountainous area (Kachho), out of total four tehsils three consists on mountainous belt (Kachho), among which Mehar and Khairpur Nathan Shah Taluka are badly effected by flash floods. The assessment team visited two union councils i.e. Khan Jo Goth and Faridabad of Mehar Tehsil. Hundreds of villages are scattered in vast area in the Kachho belt. 90 % of the population depends upon agriculture. Rice is widely cropped in the local area as main crop, while wheat and other fodder crops are sown as second crop. The average annual rainfall of Dadu district is below 20 mm per year.
Situation as Assessed
During the assessment, the affected people interviewed shared with the team that the flood water flowing down Shahdad Kot District twined with hill-torrents has hit the area and has destroyed nearly 150 villages. All the outfall drainage bands were breached at many points causing the inundation of villages and standing crops (rice). They showed apprehension that still more water is flowing down which would bring tremendous destruction. The thunder storm with heavy rainfall on the evening of July 15, 2007 made it very worse for the displaced people living under either open sky or temporary shelters.
Observation(s) of Assessment Team
The villages in the said four UCs were completely excavated and people had camped along roadsides and bank of the main MNV drain under open sky. The condition of the safety bands was quite pitiable and there was apprehension that those bands can breach anytime causing more destruction. Survey results show the enormous human misery. Several towns are completely inundated. Millions of acres of agricultural land have been destroyed The recent rains and floods in Sindh, by the large affected the deprived communities. Floods washed away bridges and parts of the main N V drain, causing difficulties in relief activities. The situation paints a very grim picture. People are starving due to the slow delivery of food items. The health and hygiene conditions are terrible. There is a great danger of water borne diseases, which could increase the death toll figures. Communities under the open sky and in makeshift camps cannot sleep due to the fear of abrupt rainfall. The government and its aid policies have failed miserably to come up to the expectation of the trapped people. There is need to implement urgent relief measures that could alleviate the people’s misery.
Challenges faced by Assessment Team
Accessibility
The accessibility in the area was limited. Most of the villagers were trapped due to the destruction of roads and bridges. The limited relief packages were distributed only the areas where the four wheel accessibility was present that was only 20% population. The assessment team reaches to the trapped villages through small boats which were very unsafe and damaged due to shifting from riverian areas through trucks. The water level in the inundated areas was more than 5 feet.
Motor Boats
The rubber power boats are very much suitable due to their flat bottom and speedy movement. There were breaches in roads and MNV drain, the wooden boats were not able to cross the speedy flow near the breaches, they were at great risk when crossing through the breaches.
Isolation of Affected Population
Most of the peoples were camped over the road sides, the roads were flushed out from many places due to heavy flow. The devastated population was in very miserable condition due to unsafe placing, without any shelter, food or hygiene items.
Stormy Rain
The monsoon period is yet started; heavy rainfall was occurred during the assessment visit too. Still there are more forecast of heavy rains in coming days.
Data by Media
Secondary data was also collected through various sources as media persons, and local elected representatives. According to the reports of both sources only the peoples who were at the accessible sites through four wheelers got the limited ration support. According to the figures 35000 peoples were affected in Mehar Taluka while 25000 were affected in Khairpur Nathan Shah Taluka, while Army supplied food packages to 25000 peoples.

As per the assessment results of SAFWCO following prioritized needs were identified. Attached is the sample of assessment form filled in the communities.

Safwco- Oxfam pre- positioning of stock for emergency Relief
Safwco and Oxfam have been engaged in disaster risk work at the gross root level. To decrease the risk morbidity from monsoon flood through having emergency stock in place to allow rapid response for district Hyderabad and Mirpurkhas.
