Rain floods 2006
  • The Monsoon rains of 2006 in Lower and central Sindh, were worst of the last 42 years
  • The recent rain-floods hit the districts of Sanghar, Mirpurkhas, Umerkot, Badin, Thatta, Hyderabad, Matiari, Tando Allahyar severely.
Response
  • SAFWCO has quickly responded in heavy monsoon rainfall and subsequent floods, inundating thousands of villages, destroying crops completely, damaging the infrastructure, killing human as well as livestock.
Key issues
  • Agriculture or farming is one of the key livelihood source The majority of the people (approximately 70%) are working as sharecroppers or daily wage laborers in the agriculture/related sector. The current rains have damaged almost all the standing crop of Kharif, which was ready for harvest
  • Recurrent disasters of drought, floods and creeping desert has increased the vulnerability of the people
  • There has been very less or nominal help by the government people and district government in the times of the floods
  • There is no Disaster plan or reliable early warning system at District level
  • The most of the organization working are CBOs whose capacity building is needed.
  • No planning is in place to prepare for the next disaster; as predicted by the technical people, if the next monsoon is of same intensity it will bring more devastating flooding than the floods 2006.
  • Intermittent disasters result in breaking economic strength of the people, consuming their accumulated assets.
  • As in the floods of 2003, Left Bank Outfall Drain (LBOD) caused the havoc, In 2006 rains breaches in LBOD system drains and Irrigation Canals largely aggravated the situation. Failure and poor maintenance and repair of the existing surface drainage system has also rendered the agriculture lands barren.
  • The agriculture lands have been devastated by the increased water logging and salinity, and remained uncultivated because of the irrigation water scarcity and mismanagement

Flood Response in Pakistan 2006

Project in Progress / Process - UNICEF

Safwco with assistance of Unicef Sindh has initiated Emergency Relief Services Package in Districts Sanghar (talukas Khipro and Sinjhoro) and Mirpurkhas (talukas Sindhri and Hussain Bux Mari). The package includes provision of Safe Drinking Water to Displaced Population (DP) in talukas Sindhri and Hussain Bux Mari of District Mirpurkhas, Installation of Temporary Pit Latrines to provide safety nets to the rains and floods affected population against the unhygienic conditions, water purification treatment services and awareness raining on health and hygienic issues. The project has begun from October 17, 2006. All the District and taluka level stakes have been ensured to be on board for ensuring transparency in the relief delivery to the adversely affected population in the said Districts.

OXFAM (Agricultural input support)

Almost 70% of the agro land in the rains and floods affected Districts of Sanghar and Mirpurkhas are submerged under water. The standing crops worth billions have been annihilated. The land cultivators are not in position to reclaim their destroyed lands / soils by de-watering and injecting in the required inputs. In this context, Safwco with the assistance of Oxfam GB is shortly initiating "Provision of Agricultural inputs (Seed, Fertilizer and de-watering)" for flood effected areas of Districts Mirpurkhas and Sanghar
