Description of Project:
The 29th Session of the FAO Committee on Fisheries (COFI), Rome, 31 Jan. – 4 Feb. 2011, agreed on the important role played by the small-scale fisheries sector, particularly for developing countries in the context of food security and poverty alleviation. It approved the development of a new international instrument on small scale fisheries that would draw on relevant existing instruments, complementing the Code of Conduct for Responsible Fisheries. The new instrument should be voluntary guidelines that are addressed to both inland and marine small-scale fisheries and focus on the needs of developing countries. This discussion document has been prepared as an input into the ongoing process of developing the guidelines.

The representatives of Civil Society Organizations (CSOs), namely the World Forum of Fisher Peoples (WFFP), International Collective in Support of Fish Workers (ICSF) and International Planning Committee (IPC) on Food Sovereignty, with an interest in artisanal fisheries, are committed to engaging in the process to develop Voluntary Guidelines on Securing Sustainable Small Scale Fisheries (VG-SSF) in the context of their respective countries.

Scope of the Study

• To develop a consensus amongst civil society stakeholders in artisanal fisheries (NGOs and Fishworkers organizations) on a common vision and political position, and on the key issues to be included in the VG-SSF;
• To promote a human rights based approach to small scale fisheries both within the VG-SSF and more widely in fisheries policies and in the management and conservation of fishery resources, in line with UN policies on mainstreaming human rights; and • To promote the formal involvement of civil society stakeholders in the decision making processes that affect live and livelihoods in communities that depend on artisanal fisheries, at national, regional and international level.


Services Provided
  • Individual Workshop Reports covering the following outcomes o the key issues in relation to small-scale fisheries and human development within the framework of a rights-based approach to fisheries, and; o recommendations for action as identified by the participants, and of relevance to the FAO guidelines
