The Government of Pakistan has initiated the Benazir Income Support Program (BISP) as its new social safety net program. The Program provides for cash transfers of Rs.1,000 per month to the eligible families. The program in the current fiscal year is intended to cover about 3.4 million families or 13.6 million people and Government of Pakistan (GoP) intends to expand it in the coming fiscal year to cover around 5 million families with the ultimate goal over the medium term to expand coverage to 7 million. BISP is a national program that covers all provinces of the country, Azad and Jammu Kashmir (AJK) and Northern Areas.

The Government of Pakistan has decided to adopt a poverty scorecard that will be used for the selection of beneficiaries. The scorecard is a targeting tool that includes a limited number of simple indicators that correlate well with poverty along with an intuitive scoring system that helps to identify program eligibility. This method of identifying eligible beneficiaries ensures objectivity and transparency in the selection process and is easy to implement- its simplicity and verifiability minimizes costs and risks .

Pakistan Poverty Alleviation Fund (PPAF) represents an innovative model of public-private partnership, sponsored by the Government of Pakistan and financed by the World Bank, international, bilateral and private sector donors. PPAF has awarded contract to MDC Collect data of 902,322 households in District Sanghar for Benazir Income Support Program (BISP) using National Poverty Score Card (NPSC).

   
  Services Provided
 
  • Develop appropriate number of teams of enumerators and supervisors (male and female) for interviews
  • Train the enumerators, develop the schedule of team movement conducting the survey and interviewing the respondents.
  • Conduct a small scale pre-test of the questionnaire in order to determine the response of questionnaire in field.
  • Prepare the field procedures for data collection and plans for data validation procedures.
  • Appoint/nominate a personal to manage the field operations of data collection.
  • Organize training for Area Coordinators, Supervisors, Enumerators on the poverty score card, social mobilization, survey methodology and monitoring mechanism
  • Organize Public Information Campaign (PIC) in all villages / localities in 33 union councils of three tehsils/ talukas
  • Organize and convene meetings with the elected representatives of local government, officials of provincial government, NGOs, CBOs, Moulvis, Village Activists and community leaders
  • Paste BISP brochures at prominent places and distribute pamphlets to the stakeholders
  • Collect data on Score Card together with the Family Roster for estimated 209,322 households in three Tehsils of d
